The policy covers five major aspects: key project construction, equipment purchase, promotion of high value-added LED products, intelligent upgrading and transformation of the industrial chain, and LED industry talent team building. The specific incentives are as follows:
1. Support the construction of key projects. Infrastructure subsidies will be provided for new projects in the LED industry chain, with the total subsidy amounting to 35% of the total cost of project factory construction. For LED production and operation projects that require the construction of clean workshops above 100,000 levels, construction subsidies will be provided based on market research price standards. (Subsidy funds will be borne by the local finance department where the project is undertaken)
2. Support the extension, strengthening and replenishment of the industrial chain. For LED industry chain enterprises purchasing equipment, equipment purchase subsidies of 15% to 50% will be provided based on the technological content of the equipment and the importance of improving the industrial chain. (Subsidy funds will be borne by the municipal finance and the finance of the project undertaking area)
3. Support the promotion and application of high value-added products. For sapphire substrates, silicon carbide substrates, silicon substrates, LED epitaxial wafers, chips, Mini/Micro LED, SMD/COB/MiP/COG packages, modules and LED display products produced by the enterprise, an annual reward of no more than 10 million yuan will be given to the enterprise based on 10% of the annual sales (excluding tax). (The reward funds are borne by the municipal finance and the finance of the project undertaking area)
4. Support the intelligent upgrading and transformation of the industrial chain. For enterprises that build "5G + smart factories" and implement green, digital, and intelligent transformations, a 50% subsidy will be provided based on their investment in software, hardware, and equipment, with a maximum of no more than 3 million yuan for a single project; those that obtain national and provincial intelligent construction fund awards will be given a 1:1 matching fund reward support, with a maximum of no more than 2 million yuan. (The award funds will be borne by the municipal finance and the finance of the project undertaking area)
5. Support the talent development of Changzhi LED industry. Encourage LED industry chain enterprises to overcome technical problems, solve development difficulties, expand the industrial ecology around the industry chain, and introduce innovative talents (teams) full-time. For outstanding management talents and innovative talents (teams) introduced full-time, after review, rewards will be given every year according to the annual salary paid by the company.
Those with an annual salary of 1 million (inclusive) or above will be rewarded 300,000 yuan, those with an annual salary of 500,000 (inclusive) to 1 million will be rewarded 200,000 yuan, and those with an annual salary of 300,000 (inclusive) to 500,000 will be rewarded 100,000 yuan. When cashing out the rewards, the actual annual salary received will be the basis. (The reward funds are borne by the local finance department of the enterprise)
This measure will be implemented from March 1, 2024 and will be valid for 5 years. Changzhi Municipal Bureau of Industry and Information Technology is responsible for interpreting these Measures, and implementation details will be issued separately. After the validity period expires or the basis for relevant laws, regulations and policies changes, it can be evaluated and revised based on the implementation situation.
