The plan proposes that within the next five years, through the promotion of comprehensive demonstration pilot projects for energy conservation and emission reduction, the province will achieve energy conservation and emission reduction, enhance sustainable development capabilities, continue to maintain the country's first-class ecological environment quality, and strive to become a national demonstration province for energy conservation, emission reduction and ecological civilization construction.
It is understood that during the "Twelfth Five-Year Plan" period, the Hainan Provincial Government will increase financial support for the implementation of contract energy management and build a green lighting demonstration province, promote 13.51 million fiscally subsidized energy-saving lamps, and give priority to supporting responsible units to implement lighting energy-saving renovation plans.
The implementation of green lighting transformation should be based on contract energy management and independent transformation using saved electricity bills as the main methods, with the principle of maximizing the comprehensive benefits of energy conservation, market-oriented operation as the main means, and the goal of forming the maximum energy saving that is economically feasible and smooth in management. Relevant issues in green lighting transformation using contract energy management or independent transformation models using saved electricity bills should be properly handled, and the transformation tasks should be completed on schedule with quality and quantity guaranteed.
It is reported that the Hainan Provincial Department of Finance is responsible for implementing provincial financial incentive funds for the construction of green lighting demonstrations in conjunction with the Provincial Department of Industry and Information Technology, cooperating with the Provincial Department of Industry and Information Technology to review lighting energy-saving renovation projects supported by provincial financial incentive funds, participating in verification of energy savings, and supervising and inspecting the use of financial incentive funds for contract energy management.
