The "Measures" clarify that ultra-high-definition video and new display industries include high-generation TFT-LCD (thin film transistor liquid crystal display), QLED (electroluminescent quantum dot), Mini LED, AMOLED (active matrix organic light-emitting diode), printed OLED (organic light-emitting diode) display, Micro It is an enterprise in the fields of R&D, manufacturing and application of ultra-high-definition video and new display products such as LED (micro-light-emitting diode), laser display, 3D (three-dimensional) display, holographic display, electronic paper flexible display, graphene display, etc., as well as the manufacturing of key components, key equipment and core materials. It is an ultra-high-definition video and new display enterprise that produces and operates in Zengcheng, has a sound financial system, and has no violations of laws and regulations.
In order to promote the development of industrial chain clusters and support enterprises to become bigger and stronger, ultra-high-definition video and new display enterprises whose annual output value reaches 100 million yuan, 500 million yuan, 1 billion yuan, 2 billion yuan, 3 billion yuan and 5 billion yuan for the first time will be given one-time rewards of 100,000 yuan, 500,000 yuan, 1 million yuan, 2 million yuan, 3 million yuan and 5 million yuan respectively. If the enterprise meets multiple reward standards at the same time in the same year, the reward will be based on the principle of non-repetition.
Support the settlement of industrial chain projects. For ultra-high-definition video and new display industry chain projects that are completed and put into production according to the time specified in the project investment agreement or land transfer contract. If the actual total fixed asset investment (excluding land purchase costs, the same below) reaches more than 50 million yuan and less than 200 million yuan for the first time, a reward of 4% of the fixed asset investment will be given. For the part exceeding 200 million yuan, a reward of 2% of the fixed asset investment will be given. The maximum reward for each project shall not exceed 100 million yuan.
In terms of strengthening the agglomeration of industrial factors, support platform construction, and reward new R&D institutions and key laboratories in the field of ultra-high-definition video and new displays that have been recognized at or above the municipal level, based on 40% of the platform's fixed asset investment, with a maximum of 20 million yuan for a single project. If the industrial chain project settlement support already includes investment in the construction of the platform, rewards will be based on the principle of non-duplication.
To support project financing, for newly built industrialization projects in the ultra-high-definition video and new display fields, an interest discount of 2% (annual interest rate) of the actual loan amount of the loan project during the construction period will be provided for a period of 3 years, with a maximum subsidy of 1 million yuan per year for each company.
Support industry applications, clearly support the in-depth exploration of integrated application scenarios in 5G, ultra-high-definition video and advanced manufacturing, medical health, security monitoring, intelligent transportation, culture, education, entertainment and other fields, and create a number of application demonstration benchmarks recognized at the municipal level or above. Projects with replication and promotion effects will be supported at a rate of no more than 30% of the total project investment, and each company will be given support of up to 3 million yuan per year.
In terms of improving the industrial development environment, support the introduction of industrial talents, increase efforts to introduce talents (teams) in the field of ultra-high-definition video and new displays, and provide support for entrepreneurship, housing, children's education, etc. in accordance with the current talent reward methods in the region to qualified high-level selected talents, top international talents, domestic high-end talents, industry backbone talents, enterprise "three high" talents, and enterprise outstanding graduates in the field of ultra-high-definition video and new displays. For ultra-high-definition video and new display companies whose annual output value reaches 100 million yuan, 500 million yuan, and 1 billion yuan and achieve positive growth, a maximum of 5, 10, and 15 executive talents will be rewarded respectively. The reward standard is 4% of the corresponding annual salary of the executive talent, with a maximum of 1 million yuan per person per year. If the company reaches multiple reward standards at the same time in the same year, the reward will be based on the principle of non-duplication.
To ensure the use of electricity and water for production, Zengcheng District will provide subsidies to ultra-high-definition video and new display companies above designated size that have positive annual output value growth on a "pay first and pay later" basis, based on 20% of their industrial electricity and water costs and no more than 0.5% of the company's new output value that year. The total annual amount for each company shall not exceed 2 million yuan.
Support the deepening of industrial cooperation and exchanges, and clearly support enterprises to independently or entrust relevant institutions to host or undertake qualified industrial development conferences and other activities in Zengcheng District. A one-time subsidy of 50% of the activity cost will be provided. The maximum annual cumulative subsidy for the same enterprise shall not exceed 1 million yuan.
Optimize the business environment, fully implement national, provincial and municipal tax reduction and exemption policies for ultra-high-definition video and new display industries, actively support enterprise declarations, and improve the level of entry-exit customs clearance services for ultra-high-definition video and new display industries, and provide convenient services such as centralized inspection, factory inspection, non-destructive inspection, and one-stop rapid customs clearance for key ultra-high-definition video and new display companies.
In addition, the "Measures" clarify that the same talent, the same enterprise, and the same project that are duplicated or similar to other preferential policies in the region will enjoy relevant content based on the principle of non-duplication.
