Recently, the Ministry of industry, Ministry of science and technology, the Ministry of environmental protection issued a "China to gradually reduce the mercury content of the road map" (hereinafter referred to as the road map), and strive to the end of 2014, a comprehensive elimination of liquid mercury production process. By 2015, the average mercury content of single fluorescent lamp is about 80% lower than in 2010, more than half of the fluorescent lamp mercury content of less than 1 mg.
However, by comparing the formally promulgated the "roadmap" last year with the release of the draft, some content changes in some key goals, the draft of the binding targets is known as the "fight" and "to", the "degenerate" has become the expected target. At the same time, industry analysts said, the road map will promote the lighting industry to enter the adjustment period, the industry reshuffle inevitable.
New standard constraint
In fact, as early as November last year, the Ministry issued the China gradually reduce the amount of mercury in fluorescent lamps roadmap, and in the end of the publicity in December 5th, the release of the official version.
By contrast, in the draft, the Ministry said, by December 31, 2013, the elimination of compact fluorescent liquid mercury production process; in December 31, 2014, a total elimination of liquid mercury production process". In the official version, the Ministry of the expression, "to the end of 2013, for the elimination of liquid mercury production process of compact type fluorescent lamp (in the production process of liquid mercury or mercury in liquid inclusions form of raw materials for the production of fluorescent lamp); by the end of 2014, and strive to fully eliminate liquid mercury production process. "
"Fight", "strive" and so on, so that the Ministry of industry in the elimination of mercury on the process of binding targets, is expected to replace the target.
In the previous comments version, the Ministry in the expected effect clear to industry with mercury output from 2010 about 60 tons fell to 10 tons, and the words in the official documents issued in did not appear.
Not only that, in the draft, the Ministry said, by 2014, through the elimination of liquid mercury technology, mercury emissions in the production process is reduced by about 20 tons in 2010". This statement in the official version, was changed to the end of 2014, through the elimination of liquid mercury technology, mercury emissions in the production process decreased by about 50% compared to 2010".
According to data previously disclosed, in 2010, the amount of mercury used in lighting products in China in the process of production reached 63 tons, released into the atmosphere of mercury is about 25 tons of liquid mercury injection process, leakage of about 17 tons, and the fluorescent lamp waste emissions of about 8 tons of mercury. It is estimated that in 2010 China's production process of mercury emissions of about 50 tons.
Lighting industry is facing reshuffle
According to the Ministry of industry, in 2011 China's fluorescent lamp production of about 7 billion. Among them, the compact fluorescent lamp production of about 4 billion 700 million, accounting for more than 80% of global output, exports of only the other types of fluorescent lamp production of about 2 billion 300 million, exports of only 770 million.
Relevant data show that in 2011 China's lighting industry sales of $55 billion 600 million, exports $22 billion 340 million. The upcoming implementation of the fluorescent lamp to reduce the mercury content of the road map on the huge market will inevitably lead to a strong impact on the fluorescent lamp.
Investment adviser senior researcher He Zaihua said, the roadmap will be introduced to promote the lighting industry to enter the adjustment period, the industry reshuffle inevitable. He believes that the relevant enterprises must quickly change ideas, adjust the development strategy, so that enterprises can have the potential to survive. R & D capability and environmental performance of the product will be an important indicator of the industry survival of the fittest process.
But not only in China, the Ministry of industry and information technology, said the European Union, the European Union and other developed economies have put forward to reduce the mercury content of fluorescent lamps requirements. The EU directive issued in 2010, from 2013 onwards the compact fluorescent lamp (less than 30 watts of power) mercury content shall not exceed 2.5 mg; the U.S. industry standard requirements of compact fluorescent lamps (less than 25 watts of power) mercury content of no more than 4 mg.
Comparison of the timetable issued by the Ministry of industry, as of the end of 2013, China's compact fluorescent lamp (power less than 30 watts) of mercury requirements of 1.5 mg. Thus, the mercury content of fluorescent lamps in China is obviously higher than that in Europe and america.
