The paper said that the complete abandonment of nuclear energy in the short term is unrealistic and unworkable. The document pointed out that the short-term situation, "3· 11" earthquake in the Japanese energy supply in trouble, if the shutdown for inspection of nuclear reactor can not resume operation until next summer, Japan's national power supply shortage will be 9.2% next summer peak demand.
Reduce dependence
In the long run, the policy requires a gradual reduction in dependence on nuclear power, but admits "how to reduce" still needs to be discussed.
"To reduce the dependence of the nation's energy supply on nuclear power plants, we must now decide how to do it. This requires extensive public discussion, "said the document.
Reducing dependence on nuclear power is not easy for japan. The document clearly states that "the safety and reliability of nuclear power plants should continue to be used".
Moreover, compared to traditional power plants or new power plants, nuclear power costs are lower. The document warns that if the country's nuclear reactors are all shut down and switched to conventional or new power plants, the cost of electricity will rise by more than 3 trillion yen (about $38 billion 700 million).
Energy structure adjustment is a long-term process, and the need to adapt to changes in supply and demand continue to fine tune. But from another perspective, energy conservation is an essential part of energy strategy.
Energy saving and demand reduction
The policy document said, in order to cope with the shortage of energy, in order to control energy costs at a minimum, the government decided to promote energy-saving products and energy-saving technology, starting from the relationship between supply and demand in the "demand" and "supply" pressure release.
Document mentioned that the government plans to vigorously promote the use of light-emitting diode (LED) lighting equipment within 5 years, and in the country to replace the smart meter, in order to optimize the time-sharing pricing power saving.
After the popularity of smart meters, Japan plans to transform the existing power supply network, to achieve the transition from the traditional grid to smart grid.
