Energy-saving lighting industry will shuffle again. Especially with the fluorescent lamp as the main products of the enterprise, will face in the next few years "Mercury" exam.
Chinese Ministry issued 21 "China gradually reduce mercury fluorescent lamp quantity roadmap" (Draft) proposed that mercury levels will be divided into three stages since June 1, 2013 to gradually reduce the fluorescent lamp, December 31, 2014 phasing out the production process of liquid mercury.
Fluorescent lamp is energy-saving lighting is widely used at present, the luminescence principle decided must contain a small amount of mercury vapor lamp. Data show that in 2011, China's fluorescent lamp production of about 7 billion, accounting for more than 80% of global production. The day before the release of Chinese Lighting Association industry data show that China is still the first big export lighting, lighting industry in 2011 total sales of 55 billion 600 million U.S. dollars, exports of $22 billion 340 million.
Chinese State Council "energy-saving emission reduction" 12th Five-Year "plan" and "heavy metal pollution comprehensive prevention and control of the" 12th Five-Year "plan" put forward, China will implement the "green lighting project", mercury and other heavy metal pollution prevention as an important goal". In addition, the implementation of cleaner production in 12th Five-Year, the plan also proposed that during the year of 12th Five-Year, mercury and mercury in the production of mercury in the light of the use of technology as the focus, the implementation of mercury pollution reduction projects.
At present, Europe and other developed economies have been put forward to reduce the fluorescent lamp mercury content requirements, proposed issue of mercury International Convention negotiations in the Convention after the entry into force, countries will gradually ban the use of mercury. As a major producer and exporter of fluorescent lamp, the development of fluorescent lamp industry will face the pressure from both domestic and international.
Chinese ministry proposed in the "roadmap", by the end of December 31, 2013, the elimination of compact liquid mercury production type fluorescent lamp; the end of December 31, 2014, phasing out the production process of liquid mercury. It is expected that by 2014, through the elimination of liquid mercury process, mercury emissions in the production process decreased by about 20 tons in 2010. By 2015, the average mercury content of a single fluorescent lamp was about 80% lower than in 2010, and more than half of the fluorescent lamp contained less than 1 milligrams of mercury. The total amount of mercury used in the industry decreased from about 60 tons in 2010 to about 10 tons.
The elimination of backward production capacity has become a consensus in the lighting industry. The day before the release of "self-discipline" use liquid mercury Chinese lighting industry stop fluorescent lamp production, OPPLE, sun, OSRAM, PHILPS and other companies are agreed in the Executive Council China Association of lighting, and submitted to Congress for deliberation.
