At present, the European Commission (European Commission) is strongly advocated for solid state lighting (SSL) large-scale expansion in Europe, in order to reduce the energy cost, promote the development of the lighting industry, and to ensure that Europe is lagging behind other major economy attaches great importance to solid-state lighting body. However, LED lighting is still faced with many challenges, especially in terms of cost, standardization and public awareness. Not long ago, the European Commission adopted a green paper and LED on the status quo and the challenges of public consultation. Question two: a policy perspective, the EU should play a role?
The lack of transparency and coordination between the existing projects, leading to EU Member States "lack of coordination". In the field of semiconductor lighting, the EU has not yet developed a comprehensive, consistent policy. I hope that the "green paper" can not only clear goals and opportunities, but also to build a common environment leading to the goal.
Due to the current lack of market regulation, the EU member states do not fulfill the obligation to obey, such as energy requirements related to the product (ErP) and electromagnetic compatibility (EMC) and low voltage (LVD) etc.. Strengthen market supervision is the most important. First of all, Member States should conduct market supervision and inspection. Second, responsible for the follow-up inspection results. For unqualified products, legal measures should be taken. And some of the strong effect of the case to the public. These measures will help educate consumers, help them understand the life, depreciation and other possible deception.
Unqualified product supervision from the following aspects: performance rating; life cycle assessment data collection; how to ensure the consistency of performance test (main test protocol); promotion of performance measurement, standards and certification.
European lighting industry will provide technical support, but the EU Member States to exert political pressure to achieve effective supervision is necessary in any case. Market regulation should play an active role, rather than just a defensive position.
