According to reports, the total investment of the Rongan Optoelectronics Technology Park project started this time is 5 billion yuan, with a planned construction area of 320,000 square meters. The project is oriented toward building a professional optoelectronic display industrial park, customizing large and medium-sized high-standard specialized electronic factories for new display industry projects to meet the needs of clean workshops ranging from 100 to 10,000 levels. At present, three optoelectronic companies have agreed to settle in the park, and are currently negotiating for 12 projects to enter the park, striving to have the park full upon opening.
The Kaitou Xinping Industrial Park project has a total investment of 3 billion yuan and a total construction area of 165,000 square meters. It mainly targets the upstream and downstream of BOE, focusing on the cluster development services of small and medium-sized enterprises and customized services for large and medium-sized enterprises. It builds affordable and durable standardized factory buildings, improves the park's supporting facilities, enhances the space carrier, creates low-cost, large-scale, and well-supported industrial space, assists the development of the West Coast semiconductor and optoelectronic industries, and promotes the extension of the optoelectronic display industry to the upstream materials field.
The new display industry is a basic, strategic and leading industry for the development of the national economy and society. It is also one of the top ten emerging industries that Qingdao is vigorously developing. It is a key industry for Qingdao to shape its future competitiveness. Since the inauguration of the Qingdao New Display Industrial Park, Qingdao Development Zone has consolidated the main responsibilities for the construction of the park, established a "special class for the new display industrial park", and made good use of the four-in-one working mechanism of "Administrative Committee + Territorial Street + Platform Company + Key Enterprises". For leading and key projects, a joint service team is formed to focus on the design of negotiation plans and contact with specific issues, focusing on superior forces to tackle the difficulties one by one, and accurately serving project construction. Since the BOE project was launched and put into mass production in November 2022, 19 production lines have been put into operation, with a daily output of 50,000 small and medium-sized display modules, successfully achieving a rapid ramp-up in production capacity.
To enhance the industrial competitiveness of the park, leading projects are the core and industrial chain investment is the key. Focusing on attracting new talents and attracting big talents, Qingdao Development Zone innovatively implemented the "five-in-one" investment promotion mechanism and established a professional investment team of "dedicated work team + chain owner enterprise + financial platform + investment company" to make good use of the intermediary investment policy and guide the society to professionalize investment. Focusing on chain extension and industrial agglomeration, Qingdao Development Zone adheres to the principle of "land supply for large projects and entry into the park for small projects", comprehensively implements a series of mechanisms for joint investment service consultation and project access review, and actively plans and promotes the construction of a series of theme parks with the core of accelerating the development of leading industries. Under the guidance of leading projects such as BOE, we will formulate incentives for "chain owners" and enterprises on the chain to settle down, implement cross-generational catch-up around strengthening modules, break through panels, and expand terminals, and target the articles of "strengthening the chain, supplementing the chain, extending the chain, and solidifying the chain" to guide the clustered development of the display industry chain. Up to now, the entire park has attracted more than 40 key industrial projects that are in production, under construction, and under contract negotiation, with a total investment of more than 170 billion yuan. The theme parks such as Liandong U Valley Eco-Tech Valley are accelerating construction and project aggregation. A 100-billion-dollar emerging industry advanced manufacturing cluster is accelerating the formation.
For the development of the park, element guarantee is the key. Focusing on key elements such as land, talents, funds and comprehensive supporting facilities, Qingdao Development Zone coordinates the two main lines of urban renewal and the real economy, gives full play to the advantages of the system and mechanisms, and fully implements the "four-in-one" guarantee and promotion system of the management committee taking the lead, streets handling demolition, state-owned enterprises engaged in construction, and departments providing strong services, planning ahead and systematically promoting the supply of park elements.
In terms of land security for the project, in conjunction with the three-year campaign of urban renewal and urban construction in the Wangtai Old Industrial Zone, the project adheres to the organic combination of the transformation of inefficient areas and the construction of professional parks, and vigorously implements the development of inefficient land and the intensive utilization of resources. By vacating inefficient enterprises and demolishing resident villages, more than 500 inefficient small workshops and farmers have been evacuated, and more than 8,000 acres of inefficient land have been cleared to reserve space for the development of new display industrial parks.
In terms of talent service guarantee, we adhere to the principle of gathering talents with industry, developing industry with talents, and integrating industry and talents, and closely follow the industrial development and enterprise needs, and comprehensively carry out three plans of precise talent introduction, school-site integration, and talent settlement. Since the beginning of this year, we have organized 8 special recruitment events for the core screen industry and campus visits to universities in conjunction with BOE and other key enterprises, and introduced a total of 3,806 core screen professional and technical talents. The city's first four-star standard talent apartment "Qingping Paradise" with a total area of more than 10,000 square meters was completed and put into operation.
In terms of financial service guarantee, while giving full play to the role of the platform company's investment group, we have deeply carried out the "Spring Rain Action" of financial services to the real economy, unveiled and operated the "Financial Steward" of Qingdao Financial Services Real Economy and Qingdao New Display Industrial Park, regularly carried out special events for government-finance-enterprise docking negotiations, and actively guided high-quality funds to participate in the construction of professional parks. Qingdao Chuxin Optoelectronics Industry Investment Fund, with a total scale of 1 billion yuan, was successfully launched in Beijing.
In terms of comprehensive supporting facilities, a total of 8.7 billion yuan has been invested to implement a "package" of supporting projects such as road water, electricity and heating in the park, 22 kilometers of new (renovated) roads, 143 kilometers of various pipe networks laid, and two new 110KV special substations. The BOE Window Cultural Complex and the Holiday Inn Express are officially opened. The Qingdao University Medical Center and the nine-year consistent school are accelerating their construction. A new modern core screen industry city with the industrial park as its core is accelerating its rise.
