On March 8, the People's Government of Huangpu District, Shanghai issued a notice on the "Implementation Plan for Carbon Peaking of Key Energy-Consuming Units in Huangpu District."
The implementation plan proposes that by 2025, the green development energy level of key energy-consuming units will be significantly improved, the level of resource conservation, efficiency, and recycling will be significantly improved. The corporate energy and carbon emission management system will be basically established. The unit energy consumption intensity will drop by more than 13.5% compared with 2020, and the unit carbon dioxide emission intensity will drop by more than 14%. Some key energy-consuming units will take the lead in achieving carbon peak.
By 2030, the green development level of key energy-consuming units will be comprehensively improved, the level of energy resource utilization will reach a new level, the energy utilization efficiency of key industries and fields will initially reach the international advanced level, the enterprise energy and carbon emission management system will be fully covered, energy-saving and low-carbon production and lifestyle will be fully popularized, and key energy-consuming units will be comprehensively promoted to achieve carbon peak.
In terms of low-carbon development of public buildings, we will continue to carry out energy efficiency benchmarking and energy audits to improve energy utilization efficiency. Oriented to improve the overall energy efficiency of buildings, "hard renovation and soft adjustment" are simultaneously implemented to achieve green and low-carbon development of various business formats of key energy-consuming units. In terms of "hard transformation", we will promote the replacement of LED energy-saving lamps and adopt intelligent lighting control systems.
In terms of low-carbon development of hotels, promote the installation of solar hot water, replace LED energy-saving lamps, and adopt intelligent lighting control systems. Promote the use of televisions, refrigerators and other equipment with first-class energy efficiency. Continue to carry out the application of intelligent management and control technologies such as light-sensing control lighting systems, hot water control systems and central air-conditioning machine room energy-saving centralized control systems.
