In terms of planning and construction, the "Guidelines" require that reasonable illumination standards should be determined based on road grade and environmental conditions, and the styles and specifications of lamp poles and lamps on the same road should be consistent; lighting methods and street tree varieties should be reasonably selected, and the distance between light poles and street trees should not be less than 3 meters to avoid the impact of trees on illumination; optimal First choose LED energy-saving light sources, and the color temperature of street lights should be between 4000K and 6500K; apply new concepts and technologies such as multi-pole integration and smart street lights; newly renovated and expanded lighting facilities should be constructed in accordance with urban lighting planning, and construction units, urban lighting authorities, and maintenance agencies should jointly participate in completion acceptance.

In terms of energy conservation, the "Guidelines" clarify that urban lighting authorities should formulate energy-saving plans and energy-saving technical measures, giving priority to the development of functional lighting; advocate the construction of a centralized urban lighting control system, optimize lighting strategies, and adopt measures such as segmentation, time division, and power reduction to regulate urban lighting fixtures.

In terms of management and maintenance, the "Guidelines" require urban lighting authorities to establish and improve various rules and regulations and strengthen supervision of lighting facilities; improve emergency management mechanisms, regularly organize special inspections and rectifications of potential safety hazards in lighting facilities, and strengthen leakage protection measures; focus on thinning, and coordinate with the gardening department to prune and transplant trees that seriously affect lighting or do not meet safe distance standards; the principle of turning on and off lights on roads should be based on natural illumination levels, and the opening and closing times of landscape lighting should be reasonably determined in accordance with the principles of energy conservation and consumption reduction.
